UPSC to Set Up Centre of Excellence to Support PSCs, Strengthen Recruitment Integrity
In a landmark reform aimed at strengthening recruitment transparency across India, the Union Public Service Commission (UPSC) has announced the establishment of a Centre of Excellence (CoE) to serve as a national knowledge hub for Public Service Commissions (PSCs) and other recruitment bodies.
UPSC Chairperson Ajay Kumar unveiled the initiative after a high-level meeting with state PSC leaders. The CoE will consolidate best practices, standard operating procedures (SOPs), innovations, and shared learnings from UPSC’s decades of experience, while also incorporating state-level insights to create a robust and uniform framework for examinations nationwide.
“The UPSC will take the lead in setting up this Centre of Excellence, but its success will depend on collaboration and knowledge-sharing with State PSCs,” Ajay Kumar stated, inviting active participation from state recruitment authorities.
🔍 A Timely Response to Exam Malpractices

The move comes at a time when paper leaks, impersonation, and digital malpractice have plagued several state-level recruitment exams, eroding public trust. While UPSC’s integrity remains largely unblemished, the vulnerabilities in state PSC systems have highlighted the urgent need for reform.
Safeguards pioneered by UPSC that may be standardised include:
- Sensor-based AI cameras for live monitoring of candidates.
- Aadhaar-enabled biometrics and facial recognition for candidate verification.
- QR-code-based scanning of admit cards for real-time validation.
- Mobile jammers and police-secured logistics to protect the secrecy of question papers.
The CoE will not only train state PSC officials in implementing these technologies but also act as a central repository of innovations and security frameworks.

According to UPSC officials, the Centre of Excellence will extend support beyond UPSC and State PSCs, guiding other recruitment bodies, including railways, banking, and defence boards. This move is expected to:
- Restore faith among millions of aspirants.
- Level the playing field across states.
- Ensure uniform recruitment integrity nationwide.
Experts believe the CoE could bridge the gap between national-level reforms and state-level vulnerabilities, curbing malpractice cases and ushering in a new era of standardised recruitment governance.
