In a significant crackdown on fraudulent admission practices, the Panvel City Police have filed FIRs against 24 parents for allegedly submitting forged residential documents to secure their children’s admission under the Right to Education (RTE) Act’s 25% quota for underprivileged children.
The revelations have sparked renewed concerns over systemic loopholes and the misuse of government welfare schemes meant to empower economically weaker sections.
🧾 The Crime: Faking Residency for a Seat

According to officials, the accused parents tampered with original documents or submitted fabricated proof of residence to falsely show eligibility for Right to Education quota admissions. As per the law, children living within a 1-km radius of unaided private schools are given priority.
A detailed verification by schools such as Vishwajyot High School, Wigbor High School, and Ramsheth Thakur Public School found that the parents were not residing at the addresses mentioned in their application forms.
“This is not just cheating the system; it’s taking away the rightful opportunity from truly deserving students,” said an official from the Panvel taluka education department.

- The online Right to Education lottery process was conducted on January 13, 2025, by the National Informatics Centre (NIC)
- Once selected, parents were required to submit residential proofs for final admission
- On March 25, the Panchayat Samiti of Panvel taluka instructed schools to verify submitted addresses
- Discrepancies led to a complaint by Sitaram Rama Mohite, chairperson of the RTE Admission Verification Committee

The Panvel City police registered cases under multiple sections of the Bharatiya Nyaya Sanhita (BNS):
- Section 318(4): Cheating
- Section 336(2): Forgery
- Section 338: Forgery of valuable securities
- Section 340(2): Forgery of documents
“This is the first time such a large number of parents have been booked under the BNS for RTE fraud. We are taking this very seriously,” said the investigating officer.
