CCLP Worldwide has formally launched the Public Consultation phase for the renewed Education Charter International (ECI) 2026+, inviting feedback from governments, universities, schools, educators, civil society organisations, and citizens worldwide.

Originally developed between 1999 and 2003, the Education Charter International emerged as a global call to action addressing inequality, democratic erosion, corruption, and the growing disconnect between education systems and societal needs. Over two decades later, amid rapid technological change, artificial intelligence, climate pressures, and skills disruption, CCLP Worldwide has undertaken a structured reconstruction of the Charter to ensure continued relevance—while preserving its foundational principles.

A Renewed Global Framework for Education

The ECI 2026+ Public Consultation Draft positions education as a lifelong continuum, explicitly encompassing:

  • School Education (K–12) – equity, citizenship, and foundational learning
  • Technical and Vocational Education and Training (TVET) – skills, livelihood, and dignity of work
  • Higher Education & Universities – academic integrity, research, and teacher education (anchor role)
  • Lifelong Learning – adult education, reskilling, and civic participation

Universities are recognised as ethical and intellectual anchors, supporting integrity and leadership across the education ecosystem.

What ECI 2026+ Is—and Is Not

CCLP Worldwide emphasised that the Education Charter International is a voluntary, non-binding framework designed to guide values and shared responsibilities in education.

The Charter:

  • Is not a law, treaty, or policy mandate
  • Is not an accreditation, certification, or ranking system
  • Does not replace national education policies or institutional autonomy

Instead, it serves as a coalition-based global reference point for ethical, inclusive, and future-ready education.

Tiered Participation Model

The renewed Charter introduces a transparent participation pathway:

  1. Endorse – Values alignment
  2. Adopt – Policy alignment and action planning
  3. Implement – Evidence-based practice and reflection

Participation is non-commercial and safeguarded against misuse or misrepresentation.

Purpose of the Public Consultation

The consultation seeks structured feedback on:

  • The relevance and clarity of the renewed Charter
  • Its scope across K–12, TVET, higher education, and lifelong learning
  • The practicality of the adoption and implementation model
  • Language, inclusivity, and global applicability

Feedback received during this phase will inform the final release of ECI 2026+.

Statement from CCLP Worldwide

“The Education Charter International was never intended to be static. Its renewal reflects both continuity and responsibility—honouring its origins while responding thoughtfully to the realities of education today. This public consultation is an invitation to shape a shared global framework, not to impose one.”

Invitation to Participate

CCLP Worldwide invites:

  • Governments and public authorities
  • Universities and education systems
  • Schools and TVET institutions
  • Civil society organisations and NGOs
  • Educators, researchers, learners, and citizens

to review the Public Consultation Draft and submit feedback.
